EXPERIENCE SUMMARY Mr. Garcia has been the project manager for emission quantification/inventory projects for industrial facilities. Mr. Garcia gained intensive field knowledge of the SCAQMD Annual Emissions Reporting program by conducting hundreds of Annual Emissions Report facility assessments, and limited QA/QC reviews. Mr. Garcia has also managed Title V and Rule 1188 measures for several clients, including monthly and quarterly RECLAIM reports for a large milling industries that included emissions calculations and electronic transmittals. He has also managed environmental audits. Mr. Garcia has also prepared Phase I site assessments, managed Phase II groundwater monitoring projects for hydrocarbon and metal contamination. Mr. Barkley is also responsible for review and approval of Spill Prevention Control and Countermeasure Plans. Mr. Garcia has managed the preparation of the South Coast Air Quality Management District (SCAQMD) Annual Emission Reports for a variety of clients for the past seven years. Mr. Garcia has prepared many complete applications for permits to construct/operate for submittal to the SCAQMD. Clients who have successfully received issued permits from the SCAQMD are manufacturing facilities. Mr. Barkley has a close working relationship with several engineering staff members in the SCAQMD, and makes every effort to expedite permit processing to meet the clients' scheduling demands. He has also worked closely with SCAQMD regarding emission inventories and regulatory analyses of compliance issues. Before beginning his consulting career, Mr. Garcia was a regulator for six years for the Los Angeles Regional Water Quality Control Board (LARWQCB) and Los Angeles County Department of Public Works (LACDPW). For these two regulators, his primary focus was storm water and groundwater regulation support, which included assisting in the development of the General Permit for Industrial Processes as well as assisting in the Construction Storm Water Inspection Program at the LARWQCB. Mr. Garcia has also prepared Waste Discharge Requirements for various facilities, verified discharge reports for more than 120 NPDES “minor” Permitees and seven “major” Permittees, and has performed routine coastal inspections of numerous permittee facilities. He has also completed various construction facility inspections to ensure NPDES compliance. Mr. Garcia has conducted over 600 groundwater discharge assessments and reviews in the San Fernando and San Gabriel Valleys, and has performed various violation and general monitoring inspections for permittees. Under the auspices of CEQA, Mr. Garcia has also prepared various Notice of Exemption reports for numerous urban environmental projects within the City of Los Angeles and has prepared Negative Declarations.

SELECT PROFESSIONAL EXPERIENCE (WATER QUALITY) Key project responsibilities for Mr. Garcia have included: Multimedia Consulting Assignments: Contaminated Real Estate Properties • Project manager for subsurface monitoring program at a gasoline station in the Ventura County area. The program included the installation of 16 wells on and off site. Groundwater contaminants included phase-separated hydrocarbons, volatile organic compounds, and chlorinated hydrocarbons. Remedial technologies employed included natural attentuation, site assessment survey, and soil vapor extraction. Currently, the site is still being reviewed by the VCEHD. • Completed closure activities associated with a gasoline service station property contaminated with hydrocarbon. Treatment of hazardous waste was completed using cement fixation in a portable treatment facility permitted pursuant to California Permit by Rule standards. Documents that were generated included a site plan, closure assessment, and sensitive receptor survey. Post closure soil investigation activities were completed and a letter of clean closure was obtained from the Los Angeles County Fire Department. • Co-authored waste minimization plans for various manufacturing facilities. Over 20 unique waste streams were successfully analyzed. • Co-authored numerous Spill Prevention Control and Countermeasure (SPCC) plans for a variety of industries. • Authored safety training and compliance programs for manufacturing facilities. Topics included hazard communication, injury and illness prevention, and hazardous materials emergency response. • Prepared environmental reports including: EPA Toxic Release Inventory Reports, SCAQMD Annual Emissions Reports and RECLAIM Annual Permit Emissions Program Reports; LACSD Self Monitoring Reports and Annual Surcharge Statements; and Regional Water Quality Control Board site-specific NPDES discharge reports. • Project engineer for numerous permits obtained pursuant to the National Pollutant Discharge Elimination System (NPDES). Permits were obtained for facilities that varied in complexity from groundwater discharge systems to manufacturing facilities. • Project manager for complex SCAQMD permitting related to various industries. Familiar with Title V permitting requirements. • Project manager for Phase I Environmental Site Assessments. Facilities included industrial office buildings.
SELECT PROFESSIONAL EXPERIENCE (WATER QUALITY) Storm Water Compliance – Consulting Assignments • Authored SWPPPs for more than 10 facilities, which have included plating companies, school districts, metal parts welding and manufacturing, and recycling centers. Documents that were generated included significant materials identification, potential pollution source description and assessment, Best Management Practices (BMPs) (both structural and non-structural), and training plans both in english and spanish. • Set up and trained various pollution prevention teams in order to monitor storm water discharges from the facility. The ensuing monitoring and reporting activities complied with regulations of the LARWQCB and the SARWQCB. • Authored Storm Water Monitoring Programs for more than ten facilities, which have included plating companies, school districts, metal parts welding and manufacturing, and recycling centers. Sections of the programs included quarterly non-storm water discharge visual observations, storm water discharge visual observations, and sampling and analysis procedures • Project manager for inspection program for twelve facilities, which included annual comprehensive Site Compliance Evaluations. As a result of these efforts and due to implementation of the Monitoring Program, clients were either exempted from permit sampling conditions, or their sampling conditions were substantially reduced. • Responded successfully to the legal demands made by the Santa Ana Regional Water Quality Control Board related to excessive discharges of storm water pollution from a small business plating facility. Compliance was achieved by modifying the Group Monitoring Plan to a personalized SWPPP, implementing a Monitoring Plan in the Facility, as well as by modifying laboratory chain-of- custody and analytical techniques. • Responded successfully to the legal demands made by the Los Angeles Regional Water Quality Control Board related to excessive discharges of storm water pollution from a lare manufacturing facility. Compliance was achieved by implementing a Monitoring Plan in the Facility, as well as by modifying laboratory chain-of- custody and analytical techniques. The fees were reduced from >$30,000 to $3,000.
SELECT PROFESSIONAL EXPERIENCE (AIR QUALITY MANAGEMENT) Air Quality Compliance – Consulting Assignments • Managed all activities for the preparation of permit applications for over 10 permit units at a compost facility. Tasks involved included emissions calculations, regulatory analysis, new source review, air toxics modeling, determination of emissions offsets, and close coordination with engineering and operations personnel. Tracking of all permit applications and coordination with SCAQMD engineering staff in order to expedite permit processing. • Managed all activities for the preparation of permit applications for a variety of permit units at miscellaneous manufacturing facilities, as well as oil and gas production facilities. Tasks involved included complete emissions calculations for criteria and toxic air pollutants, regulatory analysis, new source review, air modeling, and close coordination with engineering and operations personnel. All permitting projects also include tracking of all applications and coordination with SCAQMD engineering staff. • Managed Title V permitting project for a flexible technologies company, including all applicable issues such as rule compliance, potential-to-emit versus actual emissions comparisons, and monitoring and recordkeeping requirements. Also filed for and received Title V exclusions for several clients based on a thorough review of their past emission reports including aviation ground support facilities. • Mr. Garcia assisted in writing the RFP for SCAQMD's AER 2000-2001 Phase III, which was awarded to Ecotek, MST solutions, Inc. on January 19, 2001 at $400,000 per year for three years. • Project manager for Annual Emissions program for six hundred facilities, which included assistance through the Annual Emissions Report Hotline. As a result of these efforts clients were either exempted from Annual Emissions Fee, or their Fees were substantially reduced. • Managed Annual Emissions Reports for submittal to the SCAQMD for a variety of clients. AER preparation includes equipment and facility assessments, emissions calculations, determination of appropriate emission factors, regulatory compliance issue resolution depending on the quantities of pollutants reported, and close coordination with clients' facility personnel. • Responded successfully to the legal demands made by the Air Quality Management District related to excessive discharges of NOx pollution from an apparel textile dyer facility and a gypsum facility. Compliance was achieved by placing the facilities under Title V regulations which has included submitting monthly and quarterly RECLAIM reports that documents fuel meter readings, emissions calculations, summarizes year to date emissions, projects emissions for the remainder of the compliance cycle and transmittal of emission data. • Responded successfully to the legal demands made by the US Environmental Protection Agency related to valve, fittings and pump emissions from a specialty chemicals facility and a gypsum facility. Compliance was achieved by placing the facility under Rule 1183 regulations which has included comprehensive Site Compliance Evaluations and submitting monthly and quarterly reports that document valves, fittings and pump emissions testing procedures and its results. Storm Water Compliance—Regulatory Assignments Los Angeles Regional Water Quality Control Board--Coastal Section • Assisted Project Managers in preparation of Waste Discharge Requirements for various facilities including a major Permit Renewal for the City of Los Angeles. The City of Los Angeles was able to prevent a third party lawsuit with Mr. Garcia's assistance. • Reviewed and inspected discharge reports for seven identified “major” permittees that included: Los Angeles Waste Water Treatment Plant at Hyperion, Chevron Refinery, and Southern California Edison—Redondo and Las Virgenes Waste Water Treatment Plants. • Performed routine coastal and construction inspections during which discharge samples were obtained. These inspections were used primarily to verify data provided in the facilities' SWPPP and to review potential instances of data falsification. • Reviewed discharge reports for more than 120 NPDES “minor” Permitees. As a result of this review a database was created that facilitated compliance and enforcement efforts. • Reviewed various construction SWPPPs for construction areas greater than 15 acres. Components reviewed included pollutant source identification, Best Management Practices (BMPs) identification, pre-construction control practices, inventories of all materials and practices with appropriate BMPs, erosion control methods, sediment control measures, non-storm water management controls, post construction storm water management, training plans, maintenance inspection and repair programs, and certifications. • Argued successfully to enact various Cease and Desist Orders related to excessive discharges of wastes from Publicly Owned Treatment Wastes (POTWs), construction related activities and industrial activities. • Project engineer for the NPDES permitting process under the auspices of the Cal-EPA Tiered Permitting System. • Assisted Project Managers with numerous Chevron Products Company NPDES permits. Permits were obtained for Chevron that varied in complexity from groundwater treatment systems to bulk product terminals to its petroleum refineries activities. • Assisted Project Managers with permits obtained for water pretreatment systems for Publicly Operated Treatment Works (POTW), which was then followed by a site Audit. City of Los Angeles, Department of Public Works, Environmental Section • Assisted Project Managers in writing and reviewing mitigation documents such as CEQA Negative Declarations for large-scale projects. • Authored numerous Notices of Exemption under LA City CEQA Guidelines for various work orders to be conducted in the Greater Los Angeles Area. • Authored a Notice of Consistency, which was issued for the continuance of an environmentally sensitive project. As a result of the efforts of Mr. Garcia's team, the document was found legally sound by counsel pursuant to Los Angeles City CEQA guidelines. • Conducted City wide inspections to determine the need to mitigate environmental concerns and, as a result, held public meetings to discuss concerns with the public.
